South Sheridan Water Association told its members Monday that it is pursuing conversion from a private nonprofit into a governmental entity — the "South Sheridan Public Water Authority."

The Association sent out a frequently-asked-questions sheet written by the attorney whose firm stands to be paid to handle the conversion. The document tells members there are no downsides to the change.

The Fire separately obtained last week the association's complete, unsigned draft application packet for the conversion. That packet was prepared by the same Little Rock law firm — Gill Ragon Owen — as the document sent Monday.

The two documents show the rural water utility, which is often under scrutiny for discolored water and closed meetings, moving toward an imminent change in legal status.
